Overview
The Government of India has taken a major step in its global digital diplomacy by signing Memoranda of Understanding (MoUs) with 24 countries to facilitate the adoption of India’s Digital Public Infrastructure (DPI) solutions. These partnerships are designed to support partner governments in accelerating their own digital transformation journeys by leveraging India’s proven, population-scale digital governance platforms β collectively known as India Stack β which were formally recognised in the G20 New Delhi Leaders’ Declaration (2023) as a global model for inclusive and scalable digital public infrastructure.
The cooperation framework encompasses capacity building, technical assistance, knowledge sharing, feasibility assessments and the guided deployment of flagship DPI platforms including DigiLocker (secure digital document management), e-Sanjeevani (telemedicine), e-Office (digital government workflows) and e-Hospital (digital healthcare administration). India has conducted technical workshops, virtual consultations and institutional study visits with partner nations to share implementation expertise and operational knowledge developed over a decade of domestic deployment at scale.
Two countries have already advanced to implementation stages: an Implementation Framework Agreement and Non-Disclosure Agreement (NDA) have been formally signed with Kenya for DigiLocker deployment, while Cuba has commenced development of a foundational DigiLocker platform. Simultaneously, UPI has been connected with payment systems in 10 countries, enabling real-time cross-border digital payments that support both diaspora remittances and commercial transactions at significantly lower costs than traditional channels.

The fund will provide both financial and technical assistance to support DPI pilot projects in partner countries that may lack the fiscal capacity to independently fund initial implementation costs.
