Overview
Union Minister of Commerce and Industry Mr. Piyush Goyal has unveiled a dedicated task force to propel India’s toy sector toward capturing a 5% share of the global toy market by 2032. The announcement was made at the stakeholder conclave titled “Team Up for Toys: Driving SCALE, Innovation and Exports,” convened by the Department for Promotion of Industry and Internal Trade (DPIIT) in New Delhi.
The initiative reflects a decisive shift toward structured, long-term planning for the sector. Rather than relying solely on protective trade measures, the government is now channelling focus toward building genuine competitiveness through manufacturing scale, product innovation, skilled workforce development and deep integration with global value chains.
Complementing the task force announcement, the government also formally launched the Toy Sector Playbook — a comprehensive strategic roadmap crafted for manufacturers, MSMEs, startups, investors and entrepreneurs seeking to participate in and benefit from India’s toy industry growth story.
Six Strategic Priorities of the Task Force
The task force has been structured around six core focus areas, each addressing a critical dimension of India’s toy sector development journey:
1. Global Value Chain Integration
Embedding Indian toy manufacturers within international supply networks to increase participation in global production and distribution ecosystems.
2. Strengthening Manufacturing Capabilities
Upgrading production infrastructure, expanding factory capacity and improving process efficiency to enable Indian manufacturers to compete at scale globally.
3. Resolving Value Chain Bottlenecks
Identifying and systematically eliminating structural constraints across raw material sourcing, logistics, components and distribution that limit manufacturing efficiency and output.
4. Developing a Skilled Workforce
Investing in vocational training, design education and technical skill programmes to build a talent pipeline capable of supporting a sophisticated, innovation-driven toy industry.
5. Promoting Design and Innovation
Fostering original product design rooted in Indian culture, heritage and creativity, while encouraging R&D investment to develop innovative, globally appealing toy concepts.
6. Improving Ease of Doing Business
Streamlining regulatory processes, reducing compliance burdens and creating a more business-friendly operating environment to attract domestic and foreign investment into the toy sector.
📘 The Toy Sector Playbook — A Roadmap for India’s Toy Industry
The newly launched Toy Sector Playbook serves as a comprehensive strategic guide designed for all participants across India’s toy value chain. It consolidates policy frameworks, market insights, investment pathways and operational guidance into a single accessible resource.
The Playbook is specifically designed to assist:
Continuing Government Initiatives
The task force operates alongside an established suite of government support mechanisms that have been instrumental in elevating the toy sector’s performance over recent years. These initiatives remain active and continue to create a conducive environment for manufacturers, exporters and innovators:
- Bureau of Indian Standards (BIS) mandatory certification
- Toy cluster development programmes
- Dedicated MSME support mechanisms
- Startup promotion under DPIIT framework
- Manufacturing ecosystem development programmes
- Export promotion and market access support
- Localisation and import substitution initiatives
- Quality enhancement and product safety standards
Key Focus Areas from the Stakeholder Conclave
The stakeholder meeting brought together representatives from government, industry bodies, manufacturers, startups and investors. Deliberations centred on the following priority themes critical to accelerating the sector’s growth trajectory:
- Strategies for attracting domestic and foreign direct investment into toy manufacturing
- Strengthening and deepening local supply chains for raw materials and components
- Encouraging original product design and R&D investment across the industry
- Building a pipeline of skilled designers, technicians and production specialists
- Enhancing price and quality competitiveness in global export markets
- Expanding India's brand visibility and commercial presence in key international toy markets
Why This Development Matters
India’s toy sector has consistently ranked among the country’s fastest-growing manufacturing verticals over the past several years, buoyed by policy reforms, quality improvements and an expanding base of domestic manufacturers. The establishment of a dedicated task force with a clear, time-bound target — a 5% share of the global toy market by 2032 — marks a qualitative shift in the government’s approach, from reactive policy support to proactive strategic planning.
Setting a specific market share objective creates a measurable benchmark against which progress can be tracked and policy interventions calibrated. It also sends a strong signal to domestic manufacturers, global investors and international buyers that India is committed to becoming a reliable, high-quality, long-term player in the global toy supply chain.
Beyond manufacturing, the initiative carries significant employment and economic implications. A thriving toy sector generates jobs across design, production, packaging, logistics and retail, with particular benefits flowing to MSMEs and workers in tier-2 and tier-3 manufacturing towns across the country.

A Strategic Leap Toward a Globally Competitive Toy Manufacturing Hub
The formation of a dedicated task force signals that India’s ambitions in the toy sector have moved well beyond import substitution and now firmly target global leadership. With over 21,000 MSMEs, 770+ startups and nearly 50 manufacturing clusters already operational, the structural foundations exist to support meaningful scale-up.
Achieving a 5% share of the global toy market by 2032 — estimated to be worth well over US$ 100 billion — would represent a substantial expansion of India’s current export base and validate the multi-year policy effort that has been invested in this sector. Critically, the task force’s emphasis on design, innovation and global value chain integration suggests the government recognises that cost competitiveness alone is insufficient for sustainable global relevance.
The Toy Sector Playbook, if effectively disseminated and adopted, could serve as a genuine catalyst for coordinated action across industry, investors and policymakers — aligning private sector ambition with public sector direction toward the shared goal of a Viksit Bharat anchored in manufacturing excellence.
